Abstract: the structure of conferees is presented, the theoretical review of the scientific reports given on it is executed. The basic ideas of the main report which are the program of activity of departmental psychologists on the near-term outlook are in more detail opened and reasoned. It is emphasized that psychological work in the Ministry of Internal Affairs of Russia is one of types, a component of system of moral and psychological ensuring operational and service activity of law-enforcement bodies. Therefore both specifically professional, and all-system tasks are assigned to it. In this regard in the report three groups of the problems demanding an urgent solution connected with are put: unfairly high labor costs on carrying out personal psychodiagnostics and insufficiently optimum technologies of its realization; emerzhentny effect of some other the factors constraining development of departmental psychological work; and also a separation of divisions of psychological work from achievement of main objectives of system of moral and psychological providing. The last is especially contrastly shown during realization in the Ministry of Internal Affairs of Russia of a complex of the actions devoted to the 300 anniversary of the Russian police celebrated in 2018.

Abstract. The report examines the historical and legal aspects, current state of legal regulation of psychological work with the personnel in the bodies of the Russian Ministry of Internal Affairs. Abstract. In the article on a representative sample of law enforcement officers the existence of the personal and professional specifications are experimentally confirmed. The study was conducted in six departments of economic security. The characterological analysis of data was carried out on the basis of the study of personnel performing the communication, information, analytical, legal, information technology, audit, sensory-motor and information-analytical activity. At a statistically significant level (p < 0.05) using Student's t-test the authors managed to identify the differences between professional groups according to the data from personality questionnaires and tests (MMPI, etc.). In the research the focus was made on the accentuated personality traits, professional activity specifics and age peculiarities of those involved in the survey. The experiment enabled the authors to compare the revealed specialists' personal features with the effectiveness of their work (comparison of efficient officers), and this proves the differentiated selection of candidates for law enforcement agencies due to their personal aptitude possible.

Abstract. The article dwells on the problem of reliability of professional activity which has gone through a difficult historical way of development. It is possible to understand the steps, dynamics and prospects of studying the problem of reliability in psychology due to its consideration through the prism of its origin and implementation in the context of various types of scientific rationality. The authors attempt to outline the main priorities in the development of the reliability-related issues in the context of classical, non-classical and post-nonclassical types of scientific rationality. A logical change of types of scientific rationality in studying the problems of reliability and expansion of the psychological component in its solution are shown.

Intellect and Altruistic Orientation of a Person

Abstract. Basing on the thematic apperception test (TAT) three types of altruistic orientation were specified: high level, average level and low level. The authors reveal the actual connection between indicators of person altruistic orientation and intelligence level of Omsk Pedagogical University students. The research basing on the Cattells questionnaire showed dependence of altruistic orientation level on individual personal properties. The respondents with low altruistic orientation can be characterized by low control of affective sphere, i.e. low volitional regulation of this sphere. It is proved that high level of intelligence determines the high level of the person altruistic orientation. The additional study conducted from March to May of 2017 at the clinic faculty of Omsk State Medical University revealed that more than one-third of the respondents (38%) have an average level of intelligence. Testing altruistic or egoistic person orientation showed that half of all future doctors have egoistic orientation. Altruistic orientation characterizes 37% of the respondents, a mixed orientation is typical for 13% of the respondents. There is no significant correlation between the level of intelligence and the level of altruism-egoism. Thus, intelligence as mental abilities and altruism as a person's attitude being professionally important qualities of a doctor are not at the high level yet among medical university students. It might be connected with their initial stage of introducing to the profession or the attitude established to distance themselves form the patients, which has become common in medicine when a patient's pain and sufferings do not arouse empathy in medical staff.

Abstract. The article deals with the problem of increasing the motivation of students with the help of intergroup competition using information technology, namely a rating system for assessing the results of all types of cadets' achievements aimed at forming the necessary competences for future professional activities. To determine the role of intergroup competition in motivating the cadets' activity the authors present the results of a questionnaire survey of students at different courses. The results of the questioning of cadets show the importance of the role of intergroup competition in motivating their achievements. The scoring-rating system for assessing the results of the intergroup competition of cadets for all types of activities proposed by the authors has a novelty in solving the actual problems of increasing the motivation of students for the educational process.

Abstract. The purpose of the research is to reveal influence of learning and professional motives on academic performance of students from different courses of pedagogical institutes. The research involved 209 students from the first to the fourth courses of Pushkin Leningrad State University (St. Petersburg) aged 16 to 23. The research establishes interdependence between learning professional motivation and academic performance of students from different courses of a pedagogical institute. The authors detail the concept of learning professional motives and motivation. The paper specifies significant interconnections between learning professional motivation, personal traits and academic performance. The dynamics of needs and motives at different courses shows the changes in needs and motives of bachelor degree students from different courses with different academic performance. This determines the psychological pedagogical maintenance required by the students with poor academic performance and correlation between learning and professional activity of students from different courses. The study revealed the personal traits which determine academic performance of bachelor degree students from different courses, peculiarities of learning professional motivation of students with different academic performance, interconnection between indicators in motivation sphere and level of academic performance of bachelor degree students.

Abstract. The introduction of computer technologies in life of modern society is undeniable. Not left out of the introduction of elements in its environment, and this fundamental activity of the state and society as education. The terminology of the educational process often sends participants in the educational activities of such technical and computer terms such as program (for example: the working program of the discipline), testing (e.g. residual knowledge of students), feedback, etc. Current Federal law «On education in the Russian Federation» considers training as a single purposeful process of education and upbringing. In light of recent changes in state educational policy of Russia, education is not only on the position co-ordinate with the training element of education, but also acquires a particularly significant role in the preparation of a competent professional specialist and member of society in the framework of lifelong education. Before educational organizations, Federal law enforcement task maximum benefit of the educational process in the training of law enforcement officers and at the same time patriots of the Fatherland is particularly acute. The introduction of design in the educational process of the educational organization of law enforcement body allows not only to optimize the entire educational process of the University, but also can help to minimize educational gaps in "coverage" of all categories of employees undergoing training within the framework of lifelong education.

Abstract. The article deals with the problem of psycho-emotional and physical violence of women against their partners, outlines the key activities of internal Affairs agencies to reduce crime victime-STI men in the family. The object of the research is women's violence against spouses and cohabitants. The study focused on the characteristics of violent behavior of women, the nature of the relationship between spouses that lead to aggression and preventive police work with families where men also suffer from violence from their wives.The study summa-rizes the empirical material on this issue: the results of a survey of men (659 people aged 18 to 69 years), the sen-tences in relation to women for causing harm to health or murder their spouses (cohabitants) (84 sentence); analy-sis of scientific literature, the preventionsetting work of the ATS in the Internet. The authors demonstrated how often men become the victim of AG-ressie from their partners, as they relate to this problem, why continue living together. Recognizing the paramount importance of psychological assistance to such men and their families as a whole, focuses on the need to implement a number of activities arising from the purpose of policing is to protect life and health of citizens. The integration of identified features of violence against women and implementation of proposed areas of work will enhance the awareness of the public, to reduce criminal victimization of the men in the family. The results of the study can also be interesting for the further development of household problems, in-cluding family violence.

Abstract. Juvenile social maladjustment is a common social negative phenomenon. To tackle it it is necessary to be aware of its psychological mechanisms or deep causes. Typical psychological mechanisms of juvenile maladjustment are connected with complexes of symptoms common for juveniles. These complexes of symptoms include relations with friends, self-attitude, attitude to moral values, ideals, life goals, the world, studies, teachers, adults, socially necessary work, family, parents. The origin of each deformation of the complex of symptoms is its internal defect arising due to external circumstances but further developing according to the internal laws and transforming into a trigger of maladjustment psychological mechanism. There are three groups of psychological mechanisms - triggers of juvenile maladjustment: motivational and personal manifestations (cognitive dissonance, negative motivation, psychological barrier, etc.), disorders in cognitive sphere (perception, memory, etc.), defects in the emotional-volitional sphere (affects, stresses, etc). Each of these mechanisms can cause a psychological chain leading to generalization of a defect. Diagnostics of such mechanisms and their timely correction are in the focus of preventing and overcoming juvenile social maladjustment.

Abstract. The ongoing nationwide transformations have required a substantial restructuring of strategy, tactics and psychology of management in law enforcement agencies. Chief police personnel focus more on the increase of their professional and psychological competence. Foreign and domestic psychology are getting more interested in style characteristics of an individual. The experimental study of psychological peculiarities of impact the chief officer communication style has on the conflicts at work shows that their typology is rather relative, they are closely connected with the management style where it is important to determine their dominance and the influence on choosing the behavioural strategies in different situations of interpersonal interaction. Inadequate communication style deforms the group consciousness which is implemented and interpreted also through interests. As a result, the communication style and its influence on conflicts at work are mostly determined by their interests. The most efficient focus enabling to solve problems of conflict prevention is everyone's orientation on the work and on the other members of the staff. Individual strategy used by the chief officer in official conflicts refers to different levels of organization of individual traits and is a style-related property.

Abstract. The article considers theoretical-methodological and applied aspects of psychological counseling of cadets at educational organizations of the Ministry of Internal Affairs of Russia. The work presents approaches to understanding the essence of psychological counseling in foreign and domestic psychology, and the authors' definition of this concept is given. The advantages and peculiarities of the transconceptual methodological approach in psychological counseling are described. The results of the analysis of reasons for applying for help to a psychologist at the Volgograd Academy of the Ministry of Internal Affairs of Russia are given. The most common are requests for psychological assistance in such areas as motivational, value and demand, development and self-improvement, self-esteem and self-attitude, etc. On the basis of typology of requests the necessity of an integrated approach to the solution of cadets' problems, including elements of career guidance, age-related psychological counseling, and family counseling, is substantiated. In conclusion, the technology of psychological counseling of cadets is described.

Abstract. The proportion of informational and communication technologies introduced in the training process at ministerial higher educational institutions used in various forms of the lessons, organization of the cadets' and trainees' scientific and self-study work has increased. The questionnaire poll conducted among 100 cadets of the Vologda Institute of Law and Economics of the Russian Federal Penitentiary Service reveals that 66% of the respondents are willing to combine computer work with communication with the teacher. 50% of the respondents find it difficult to adjust to computer technologies due to the great bulk of tasks for self-study and lack of skills in individual work. However, 80% of the cadets approve the usage of new technologies in studying. It requires development of the teacher's innovative activity which is one of the strategic areas. The study of the process of cadets' introducing to new informational technologies (according to the questionnaire polls conducted among first and second-year cadets) enables the author to conclude that 30% of the respondents experience difficulties connected with organization of expedient use of their own time budget, readiness to learn by themselves, striving for learning etc. The cadets failed to perform without a teacher and found it difficult to adjust to new learning technologies.

Abstract. The study was conducted with the purpose of revealing the effectiveness of the use of the situational method in the physical training of officers of the internal affairs bodies for the development of their speed-strength qualities. The study involved students attending the Tyumen Institute of Advanced Studies of the Ministry of Internal Affairs of Russia in the period from January to April 2017. A total of 16 listeners, men of the first age group, were involved. The subjects were divided into two groups: a control group and an experimental group of 8 people each. To achieve the goal of the study, a set of typical situations of prosecution of the offender and overcoming various obstacles was developed. The study was conducted on the basis of the Tyumen Institute of Advanced Training of the Ministry of Internal Affairs of Russia. To solve problems, the following pedagogical methods of research were used: analysis and generalization of scientific and educational literature; testing; Pedagogical experiment; Methods of mathematical statistics. In the experimental group, the situational method was used. The results of the study revealed that the rates of development of speed-strength qualities in the experimental group increased by an average of 7.5% more than in the control group. The use of the situational method in classes on physical training of employees of internal affairs bodies contributes to the improvement of their speed and strength qualities.
